About the Programme

This programme equips participants with practical approaches for prioritising regulatory effort according to risk, enabling institutions to allocate resources more effectively and improve compliance outcomes. It focuses on moving beyond uniform enforcement models towards targeted, evidence-informed regulatory strategies. Participants will examine risk assessment methodologies, compliance frameworks and intelligence-led approaches to supervision. The programme explores how regulators identify high-risk activities, design proportionate interventions and measure regulatory effectiveness. Attention is also given to behavioural compliance, incentives and emerging technologies that support monitoring and enforcement. Learning Objectives • Understand the principles and rationale underpinning risk-based regulation • Develop frameworks for assessing and categorising regulatory risks • Design compliance strategies tailored to different levels of risk exposure • Evaluate the use of data analytics and technology in monitoring compliance behaviour • Strengthen inspection, licensing and enforcement processes through risk prioritisation • Explore behavioural approaches that encourage voluntary compliance • Assess regulatory performance using outcome-based indicators and metrics • Build institutional capability for adaptive and intelligence-driven regulation
