About the Programme

This programme focuses on strengthening institutional capacity to anticipate, absorb and recover from disruption. It equips participants with practical tools for identifying vulnerabilities, managing risks and embedding resilience into policy, planning and service delivery. Participants will examine enterprise risk management frameworks, continuity planning, resilience assessment methodologies and strategic foresight tools. The programme explores how governments prepare for systemic shocks arising from climate events, economic disruption, public health crises and technological failures. Participants will consider both preventative measures and recovery strategies aimed at sustaining essential functions during periods of stress. Learning Objectives • Understand the principles of resilience and risk management within public institutions • Identify strategic, operational and systemic risks that may affect government performance • Develop frameworks for risk assessment, mitigation and contingency planning • Examine approaches to business continuity and critical service protection • Explore the use of foresight, scenario analysis and stress testing in resilience planning • Assess lessons learned from recent crises and large-scale disruptions • Strengthen institutional preparedness through cross-sector coordination and planning • Design resilience strategies that support long-term adaptability and recovery
