About the Programme
This programme explores the legal, institutional and operational dimensions of responding to emergencies through accelerated policy and legislative processes. Participants will examine how governments can act decisively while safeguarding democratic principles, oversight mechanisms and fundamental rights. Participants will study emergency powers, expedited legislative procedures and frameworks governing exceptional measures during crises. The programme considers issues relating to proportionality, accountability and sunset provisions, alongside practical challenges associated with implementing emergency interventions at speed. Case studies drawn from health emergencies, natural disasters and security incidents illustrate the complexities of legislating under pressure.
